Check that a custom plugin file can be installed on a service without connector class conflicts

Changed on

Validates the custom_plugins configuration the service would have if the plugin file were installed on it: the file replaces any other version of the same plugin already configured and is added to the other configured plugins. Nothing is changed on the service. Fails if a connector class of the plugin file is already provided by a managed connector or by another plugin configured on the service.
