Get paginated list of organizations

Returns paginated organizations. Optional search filters by name/id (portal autocomplete). Omitting search preserves the legacy paginated list used by mobile.

Sort criteria. Prefer Spring-style repeated params, e.g. sort=status,DESC&sort=id,DESC. Each value is field (default DESC) or field,DIR. Repeated sort params are joined by the binder; a single value such as status,DESC,id,DESC is also accepted. Invalid formats fall back to id,DESC.

searchstring

Optional. When present, filters by organization name or id. When omitted/blank, returns the legacy unfiltered page (mobile-compatible).
