Get all flight managers

Returns a paginated list of flight managers. Super Admin may filter by organizationId; other users always receive flight managers from their own organization.

Sort criteria. Prefer Spring-style repeated params, e.g. sort=status,DESC&sort=id,DESC. Each value is field (default DESC) or field,DIR. Repeated sort params are joined by the binder; a single value such as status,DESC,id,DESC is also accepted. Invalid formats fall back to id,DESC.

organizationIdinteger

When the caller is Super Admin, limits results to this organization; ignored for self-org readers.
