Delete a comment.

Only the author can delete. An author who no longer has asset.canManageDiscussions can no longer delete. The response is 204 with no body.

Deleting the last comment deletes the discussion. A later read of that discussion is 404. Polling the comment list cannot detect the delete.

Requires the comments.write OAuth scope.
