List the standards packs

A standards pack is a versioned formalization of an external reference norm (e.g. the EU AI Act) into AIO Framework hierarchy values. Certificates pin {id}@{version}. AIO certifies conformance to its own formalization — never conformance endorsed by the body that issued the source norm.
