Submit a comment on an open RFC round

A comment becomes part of a public review record, so a real name and a working email address are required; the email is stored so AIO can reach the commenter about this round and is never published. Every comment is stored as pending and published only after review — nothing appears automatically. Rate-limited to 10 requests per 10 minutes per client. A comment on a round that is not accepting comments, or whose window has closed, is rejected with 410.
