Get Ranking Coverage

Multi-rater coverage report.

For every (entity_a, entity_b) pair, count distinct voters and report what fraction of pairs meet the min_raters threshold. AI-lab buyers use this to gate "is this dataset publication-quality?" — a κ of 0.7 on 100 pairs each rated 3+ times is far more credible than 0.7 on 1000 pairs each rated once.
