Dashboard bootstrap aggregate

Single aggregate that collapses the per-slice dashboard reads (health, overview, analytics, jobs, documents, preferences, matches, agent config, pending review) into one envelope. Each slice degrades to a safe fallback on failure so one failing slice never 500s the whole response.
