usage

One job's usage record: the lease intervals billed, what was excluded, and each target's share of the charge (`targets[].amount_micros`, summing to `amount_micros`).

Answers as soon as the job has ended. A job canceled before it started, or one that failed, has a record of 0. A queued or running job answers 404 with its status; GET /v1/jobs/{job_id}?wait=60 returns when it ends.
