online_agents counts Galaxies seen in the last 90 s; chips, busy, out_of_service and accounts_waiting are the same counts a waiting job's queue.fleet carries; jobs is {queued, running} service-wide. No names and no hosts. A job submitted while none is online is still admitted and waits in the queue.
