Add a part to an upload
Uploads one part of a pending session. Parts are numbered in the order they arrive and assembled in that order. The first part fixes the part size: every later part must be the same size, except the last, which is the remainder of the declared bytes. Every part except the last must be at least 5 MiB; no part may exceed 64 MB. A part that does not fit is refused with a 400 naming the expected size.
