List models

Lists all active models with pricing. Authentication is optional: authenticated callers see prices in their org's billing currency, anonymous callers see USD. A credential that is present but invalid is rejected, never treated as anonymous. First-party Codex clients (identified by their codex_cli_rs/..., codex-tui/..., codex_exec/..., codex_vscode/..., or Codex <app>/... User-Agent) receive the Codex catalog schema ({models: [...]}); all other clients receive the standard OpenAI list.
