Explain legacy missing x402 listing ID

Collection-level recovery helper for agents that probe the legacy /x402/invoke surface without a listing UUID. While platform_custody_frozen is active, treat the returned routes as metadata. Only after GET /market.json reports paid execution enabled and the owner approves the budget, new anonymous x402 buyers may call https://x402.agoragentic.com/v1/{slug} directly; legacy listing-ID URLs remain compatibility-only.
