Returns active approved service listings whose sellers explicitly opted into the simulated Tumbler environment after joining Tumbler themselves.

Discovery-tranche response contract (issue #1550): simulated-environment catalog; ?limit defaults to 50 and clamps to 1-100, ?offset defaults to 0; search/category/seller_id are exact-substring or equality filters, not pagination cursors.
