Verify a minted interchange receipt (anonymous tamper detection)

Recomputes the receipt's sha256 hash over its canonical body and checks the HMAC-SHA256 signature. Accepts a stored receipt_id, a presented receipt JSON, or both; tampered receipts fail verification.
