Return the encrypted blob.

Two rules, because rooms are routinely cross-tenant and 1:1 conversations never are:

  • same-tenant row — today's tenant check, unchanged. (Its missing participation check is #1151; not touched here.)
  • cross-tenant row — only ever a ROOM attachment, and only for a device that is an active member of that room.

The blob is E2E ciphertext either way: the fileKey rides the MLS envelope and never reaches this table, so nothing here can decrypt it.
