Configure economic-nexus footprint

Sets the states the entity collects/reports tax in. Used by the daily nexus-monitor to compute approaching-threshold alerts (80% of revenue OR 200 tx).

State-code → { hasNexus, reason } map. Keys must be two-letter US state codes (DC included); lowercase is normalized to uppercase. MERGE semantics: only the states present in the map are written — states absent from the map are left unchanged, and an empty object is a no-op (it does NOT clear the footprint). To remove a state's assertion, send it with hasNexus:false.
