Ingest Shell Telemetry

Ingest dual-shell navigation / resolve beacons.

Authentication is optional (matches cookie or Bearer). Anonymous batches are stored without emit_signal user attribution — same pattern as POST /api/telemetry/plugin.

Contract: never 500 — malformed → 400; unexpected → 200 dropped.
