Public metrics mirror (ADR PUBLIC_GRANT_REVIEWER_UI) — read-only JSON.

Prefer live evidence assembler; fall back to static agentstack-frontend/public/grants/metrics.json or the metrics file pointed at by docs/grants/evidence/manifest.json latest_path. Never return the manifest itself as a metrics body.
