Field access policy cache statistics

Return cache statistics for the field_access:policy namespace.

Shows hits, misses, hit_rate, entry count, tag counts. Useful for monitoring cache effectiveness in production.

Requires ecosystem admin or owner — stats are global and reveal load patterns.

Philosophy: Elegant Minimalism — observability built-in, not bolted on.
