Post Agentcoin Publish Checkpoints Pending

Drain pending data_agentcoin_checkpoint rows through the anchor publisher.

Uses EVM when AGENTNET_EVM_RPC_URL, AGENTNET_EVM_CHAIN_ID, AGENTNET_CHECKPOINT_ANCHOR_ADDRESS, and a signer are available: prefer AGENTNET_EVM_SIGN_HTTP_URL + AGENTNET_EVM_SIGN_HTTP_FROM (+ optional token) via HttpRemoteEvmSigner; otherwise local hex / Vault paths from resolve_evm_signer_for_anchor (see docs/plans/AGENTCOIN_EVM_ANCHOR_PUBLISHER.md). If EVM is incomplete, falls back to LocalOnlyAnchorPublisher (no on-chain tx hash).
