Get Nerve billing status

Read-only hosted-control-plane billing snapshot. Customer PostHog events and coding-agent inference are never metered. This operation never creates a Stripe customer, Checkout session, or portal session; call the explicit POST operation with a stable Idempotency-Key when the owner requests a URL.
