Flagship Ingest

Ingest a flagship run summary (plan, regime, verdicts, receipt, note).

Secret-gated (X-Flagship-Secret must match FLAGSHIP_INGEST_SECRET). The gateway holds the Supabase creds and does the write so the agent stays a credential-free HTTP customer. 404 when the secret is unset (feature off).
