Process health probe

Health check endpoint for monitoring.

Plain /health stays process-only so platform health checks do not restart the API during an upstream data-plane incident. /v1/health is the same public probe for version-prefix clients that start every API call under /v1. Frontend/API-status probes add a cache-busting status_check query param; for those calls, verify the public data plane too so static pages can show a recovery notice when live inventory routes are degraded.
