Set Key Webhook

Register one notify-only URL for the API key authenticating this request.

Only ooctoo@monid.ai is eligible. The URL receives call/SMS events for numbers provisioned or explicitly assigned to this key. It takes precedence over the account-wide URL for those numbers. Save the returned signing secret.
