Store encrypted seed (legacy, no auth)

Store a client-side encrypted seed blob without authentication. Useful for anonymous recovery flows. Rate limited to 5 entries per email per day. Use the v2 Vault (PUT /v1/vault/{key}) for authenticated, versioned storage.
