Webhooks

Create a scan webhook.

Register an https receiver for a host's completed scans. The host must already have been scanned. The response carries the HMAC signing secret ONCE — store it. Rate-limited at 5/hour per account (shared with the web form). Verify deliveries with HMAC-SHA256(secret, raw_body).
