Release a held message to agents

Releases a held message to agents: claim and wait return it from now on. Returns the message with screening.state: "released". Safe to repeat. Emits message.released (who, when, and why it was held). 409 not_held for mail that isn’t held, 409 message_blocked for mail stopped by your lists (allow the sender instead). Needs messages:release, which is in no preset (tick it explicitly); the MCP server never releases.

Permission: messages:release.
