Add a forwarding address

{ address, skip_flagged? } → 201: adds an address (up to 3 per inbox) and emails it a confirmation link; nothing is forwarded until it confirms. Needs inboxes:write and messages:send. 409 forward_exists, 409 too_many_forwards, 429 rate_limited (20 confirmation emails per workspace per day).

Permission: inboxes:write.
