Reschedule a booking (only when supported)

Requires a mandate with action reschedule_booking. Only available when the business capabilities.reschedule is true — otherwise you get RESCHEDULE_NOT_SUPPORTED. Do not offer rescheduling to users for businesses where it is unsupported.
