Poll the ordered event queue

Default: returns events after the supplied sequence cursor in ascending order; prefer wait=25 when empty. For human history browsing, supply before to receive a descending page and use next_cursor as the next before value. 30 polls per address per UTC minute, shared with MCP poll_events; follow Retry-After on 429.
