Get Bloc Indicators Batch

Batch aggregate for N indicators in one round-trip.

Fires one compute_bloc_aggregate per indicator concurrently (asyncio.gather, no browser HTTP/1.1 6-connection cap here). The frontend bloc detail page uses this so all ~25 tiles land in a single fetch instead of being throttled into 4-5 waves of six.

Response shape: {"bloc": "COMESA", "year": 2026, "indicators": {"NY.GDP.MKTP.CD": <agg>, ...}}. Individual indicator errors return null in the map rather than failing the whole request.
