Nipfn Extract

Run per-file XLSX extractors against the mirrored NIPFN packages.

Walks every slug in MinIO under nipfn/ and dispatches by registered exact-slug or pattern extractor. Writes a run envelope, inserts into ClickHouse, and auto-registers new indicators. A re-run is idempotent: the same (indicator, country, date) tuples overwrite via ClickHouse ReplacingMergeTree.
