POST /debug/transactions/dry-run

Dry-run transactions on top of a given block. Supports all TXs except GAMetaTx, PayingForTx and OffchainTx. FATE contract-storage reads are metered at the size-proportional (Arcus) gas cost by default. Each repriced storage register read is floored at the currently activated protocol charge, so reported gas is never below the on-chain cost.
