Refresh Stored Reporting

Join or request a reporting refresh behind the source-age gate. Never provider I/O.

HTTP 200 means the request was recorded, not that data was refreshed. While the stored source is 12 hours old or newer an account answers idle and nothing is queued. Repeated clicks, extra tabs and other users all join the same open job, which keeps the account inside its 2-per-24h ceiling.
