Track a creator

Starts data-only tracking and kicks off a crawl, so metrics appear a few minutes later. Consumes the single Creators allowance, which is separate from the full-crawl allowances the Insights endpoints use.

Always "data-only" — Creators crawls post metrics without downloading media. If the account is already crawled in full because it is tracked elsewhere, it stays full; it is still billed to the data-only allowance.
