Get user regions, organizations

Changed on

Reads the caller’s IMS profile and returns one { region, organizationId } entry per Fusion organization the caller can access, so it knows which x-gw-region and x-organization-id to send on subsequent requests. No x-organization-id header or organization permission is required.
