Send Deadline Outreach

One-time deadline countdown email to registered students (tools/deadline_outreach.py). Previews by default; {"send": true} sends and records the ledger; {"test_to": addr} sends every message to a reviewer instead; {"only": [emails]} and {"limit": n} narrow the batch; {"today": "YYYY-MM-DD"} fixes the countdown. Same shared secret as the plan digest.
