Create a webhook

An HTTPS webhook for notice changes (radar.change, default) or articles (radar.article). Filters are optional: tracker, category, hazard, store and gtin for notices, provider for articles. The signing secret comes back only here. Radar package: 7-day trial, then EUR 19/month, unlimited requests. Needs a Radar key (adios_radar_…); API keys are refused.
