Mint a widget token (Acuris site pages only)

Mints the short-lived token that authenticates the on-page address widget's /suggest calls. Origin-locked to acuris-geo.com pages — third-party integrations cannot call it and use API keys instead. Each token carries a per-token call quota; minting is velocity-capped per IP.
