Persist a swipe-left dismiss: ALL-TIME hard exclusion + negative learning signal. Authenticated only — anonymous users have no learning profile to update.

2026-05-23 — Delegated to the canonical activity_feedback service so this endpoint writes the same dismissal state as every other downvote surface (vibe_dismissals + notification_dismissals + activity_signals + thumbs_down counter + hard_exclusion).
