Setup Restricted Pin

Set (or re-set) the restricted PIN. Requires the user to be eligible (verified adult, opted in, not a minor).

Does NOT auto-unlock — the user must POST /pin/verify with the new PIN to start a session. This keeps the verify path as the single source of truth for session liveness.
