Create Programme

Create a multi-city programme: one parent Activity + N stop Activities, all linked through ActivitySeries (kind='tour').

Transaction order:

  1. Create the ActivitySeries row (kind='tour').
  2. Create the parent Activity (is_programme_parent=true, series_id=series.id).
  3. For each stop in body.stops: create a stop Activity (is_programme_stop=true, series_id=series.id, series_sequence=N).
  4. mirror_to_new_tables() on each new activity (event_venue mirror).
  5. Single db.commit() at the end so the whole programme is atomic.

If anything fails mid-way, the whole programme rolls back — no orphan parent without stops, no orphan stops without parent.
