Run Due Reminders

Worker tick. Picks up to limit pending reminders whose due_at has passed and writes a notification row per reminder. The actual push/email dispatch reuses the existing notifications pipeline so every reminder lands wherever circle notifications already land. Admin-callable for now; can be wired to a cron later.
