Report a Connect crossing subject (harassment, spam, inappropriate contact, underage).

Recorded as a report ABOUT A USER: user_reports.target_type allows only user/activity/comment in production, and this route used to write target_type 'connect_crossing', which the table rejects - the failure was swallowed and the person was told {"ok": true}. No Connect report (including "underage") was ever stored. Where it came from is kept in detail. A report that cannot be stored now answers 503 so the person knows to try again.
