Record user check-in/out at an activity.

2026-09-18 safety audit fix (P0-2): this wrote directly into safety_checkins with no participant check, so any authenticated user could self-checkin to ANY activity_id — a row this table's other readers (_entry_decision, live.py's Find-Someone-Here) treat as proof of physical presence/participation. Now requires the caller to actually be a participant, matching services/safe_checkin.py's _is_participant gate.
