Bulk Approve Pending

One-shot tool to clear a stuck backlog. Routes every approval through claim_approval_service.approve_claim_only so ownership transfer + audit row + notify_claim_handover all fire on the canonical path. Dry-run by default; pass ?confirm=true to commit.

Skip criteria (claim does NOT get approved, recorded in result):

• claimant_id IS NULL — anon claim, cannot transfer ownership
• target has another active claim from a different user — race/dispute, defer to admin manual review
• target is already 'claimed' to someone else
• status is not in the auto-approvable set
