Grant Override

Set a per-user override on a metric. Stored in user_tiers.override_limits as a JSONB merge ({"metric": {"period": ..., "limit": N}}).

The period is inherited from the tier default. Only the limit is settable here. For period changes, edit the tier_pricing or LIMITS matrix instead.
