Get Source Action

Return one Action to the exact Source that created it.

Supports long-polling via wait_seconds (0–30s). When wait_seconds > 0 and the action is open, the connection waits asynchronously until the Action changes or the timeout expires. PostgreSQL remains the authoritative fallback.
