Delete Member

Delete a member and every row holding that member's PHI.

Before 2026-09-24 this deleted the members row alone. Every dependent table is joined with ON DELETE SET NULL (migrations 021/022), so the member's clinical documents, chart jobs, recommendations and evidence spans all survived with member_id = NULL — while the purge record said {"members": 1}. The proof of destruction described one row and not the patient. See app/core/phi_purge.py for the table order and why.
